Public spending on education is a hotly debated subject every year – especially if the results of comparative educational studies do not show the desired result. Does more money achieve more education? Although this cannot be shown with the numbers below, they at least provide an overview of who spends how much on what in Germany.
The education expenditure of the federal government, Länder and municipalities rose to a good Euro 184 billion in 2023.
According to the Federal Statistical Office, this was 4.3 % or Euro 8 billion more than in the previous year.

However, as a proportion of GDP the share of public education expenditure in 2023 was lower than that of the previous year: in 2023 it was 4.5 % of GDP, in 2022 however 4.6 %.

Almost half of the money in 2023 went to schools (Euro 90 billion), followed by childcare (Euro 44 billion) and universities (Euro 36 billion). The remaining Euro 15 billion were spent on support for people in education (Euro 9 billion), youth work and youth organisation work (Euro 3 billion) and for the rest of the education system (Euro 3 billion).
In Germany, school education is a matter for the Länder. It is therefore hardly surprising that the Länder were responsible for a good two thirds of education expenditure. They spent Euro 126 billion. That was Euro 4 more than in 2022. A rise of Euro 4 billion could also be seen in the municipalities’ expenditure.
By contrast, the federal government spent Euro 12 billion. This is mainly due to the lower allocations to the special funds for the Digital Pact for Schools in the 2023 reporting year.
